. obviously, the scandal involving the former cia director general david petraeus and general allen, john allen. secretary of defense leon panetta has jumped into all of this, ordering an ethics training for generals to be reviewed here. do you think, first of all, that that is the right way to go? do you think that's an adequate response at this time? you have been a general 30 years in the military. is this kind of review helpful? >> it is, suzanne. every time the military has a challenge that demonstrates a weakness in one of those elements that would -- that we would call foundational to the success of the military, you have to take what's called a stand-down or a review. you spend time focussing very narrowly and deeply on one particular vertical and in this case it's values. we not only have this issue with dave petraeus and toe poe teshlly john allen, but the defendant defense just demoted general kip ward from his four stars to three stars. we have a four star that acted with indiscretion apparently for some time at fort bragg. we have ae three star -- there are multiple examples

connell and john boehner. can you help explain that? >> mitch mcconnell who runs the senate republican caucus, he's definitely playing the role of the bad cop in that he does not want to compromise at all on tax cuts, has taken a much more hard-line approach, has the bulk of his time talking to "the wall street journal" editorial page, basically speaking to the base. where you have speaker boehner talking in much more conciliatory tones and talking about getting a deal. i think that's going to be the dynamic. mitch mcconnell is up for re-election in 2014. in a very conservative state where it's not inconceivable the tea party would run somebody against him if he does not take a hard-line approach. people need to remember that as these negotiations unfold. for boehner, he wants a deal. i do want to comment a second on the interview you had with paul ryan. ryan might not think that there is a mandate, but the president does, congressional democrats do, and the public does, if you look at polling. and there's zero chance that the president is going to compromise on this, which is why i think there's

not include a tax increase for the wealthiest americans, suzanne. >> jessica, we heard boehner, john boehner, actually within the last 30 minutes or so talking about that there are ways to raise revenue and spending cuts as well in a all options are on the table. do you think the white house sees that as some sort of opening, if you will, to negotiations? >> i think both sides are hopeful there is wiggle room for negotiations. everyby knowthat sething s to gone becauseh economy will take such a serious hit if it doesn't. here is where i see the battle line right now. republicans on capitol hill tell me they are willing to raise revenue. that's a big change. they are willing to raise revenue, but without a change in the tax rates. the president has said that the highest earning americans have to pay more. congressional republicans saying no change to the tax rates. that's a big difference of opinion. they'll have to find a way to bridge that divide. beyond that, they're willing to compromise on entitlements. they're willing to find cuts, so there does seem to be room for compromise. there's a

speaker john boehner say they are ready to work together to keep the country from plunging off the so-called fiscal cliff. economists say the combination of tax hikes and spending cuts set to kick in at the end of the year could trigger another recession and higher unemployment. the president saying he has invited leaders of both parties to the white house next week to try to work out a deal. but he and the speaker still are sticking to their guns when it comes to it raising taxes on the richest americans. >> i'm not going to ask students and seniors and middle class families to pay down the entire deficit while people, like me, making over $250,000 aren't asked to pay a dime more in taxes. >> the problem with raising tax rates on the wealthiest americans is that more than half of them are small business owners. raising tax rates will slow down our ability to create the jobs that everyone says they want. >> harris: the white house says the president will veto any bill that extends tax cuts on incomes of more than $200,000. it is deja vu all over again, rich edson. he joins us from fox

, john boehner offered a compromise this week where he said yes, i am willing to put more revenue on the table but through closing deductions, ending loopholes, not through raising rates. can you accept a compromise as part of this whole deal that doesn't raise the bush tax rate on the wealthy? >> well, here is the issue. how much revenue are we going to generate part of a balanced package? i take my lead on this from simpson-bowles and their framework. in their framework, they assume the amount of revenue as if you started tax reform from a 3% rate. that is part -- 39% rate. that's part of their built-in assumption. i am all for doing tax reform. the issue is from what starting point. the simpson-bowles starting point which assumes the revenue from 39% is the right way to go to get the mix that they got in hitting their deficit reduction target. but look, if what the speaker boehner was saying is that he is truly willing to get what we consider congressional budget office revenue, we can work with one another. if what he is saying is what a lot of republicans used to say, which i
